The state government has to look after it's people by requiring vaccinations for kids, supplying licences for hunting, fishing, and driving, requiring restaurants to follow certain health rules, starting law enforcement, and finally holding mayoral elections.
Three things that the states share with the federal government are the right to tax people, pass laws, and punish criminals.
a. Issue a teaching license to someone who has applied and has met all the requirements
This one is the job of the state because each state has it's own requirements for teachers.
b. Make a treaty with a foreign country
It is the federal government's job for this one because only the president or someone appointed by the president can sign treaty's.
c. Set health codes for restaurants
This is the state because each state might have different expectations for health codes.
d. Issue a marriage license
Again the state's job because the state government can decide whether or not people can marry, the federal system shouldn't be bothered for something this small.
e. Declare war
This is the federal systems job because only the leader of any one country has the right to declare war.
